Mike Collins, PE

Director of Design

Mike is a Professional Engineer (PE) and received his bachelor’s degree from the University of Colorado in Architectural Engineering. With over 18 years of experience, he currently serves as the Design Director at eO, where he oversees all company-wide design initiatives, with additional specialization in bridge inspections and infrastructure asset management.  Mike comes from a heavy background in Project Management, Program Development, and Program Management.

In his previous experience, Mike was one of the youngest in the United States to lead the state bridge and structures program as The State Bridge Engineer for Colorado Department of Transportation (CDOT). His team included five regional bridge and structures design teams, state hydraulics, ratings, state construction fabrication and inspection, in sections, asset management, and standards and specifications teams. In his time at CDOT he played a crucial part in securing a $12.5 million grant through the Federal Highway Administration’s Competitive Highway Bridge Program focused on replacing a large number of bridges in southern Colorado, and he was also instrumental in restructuring Colorado’s Off-System Bridge Program to enhance funding accessibility for local agencies through state and federal funding. Highly involved in supporting the Transportation Asset Management team and heavily involved in the development of the program, plan, and pilot study for Colorado’s Risk and Resiliency Program. Mike also contributed nationally as a voting member of AASHTO’s Committee on Bridges and Structures, serving on both the Asset Management and Preservation subcommittees. In his previous consultant roles, he also personally developed and led the Colorado Wall Inspection Program based on federal bridge inspection standards, which included a mobile inspection application and asset management system. In 2013 Mike supported the Colorado 2013 Flood Recovery emergency as the data manager, helping collect, oversee, and manage the data to provide recovery updates real time.  His commitment to continuous improvement and adaptive management has not only enhanced the reliability and safety of Colorado’s bridge network but has also positioned the state as a national leader in proactive infrastructure preservation.

Mike is a proud Colorado native who thrives in environments that push him to innovate and grow. He values quality time with his family and kids and enjoys exploring new places across the country. As a lover of the outdoors, Mike stays active through physical pursuit throughout the west and hands-on home projects. He also dedicates time to nurturing personal relationships, giving back to his community, and reading.
