David Orr has more than 37 years of experience working throughout the nation with either Florida or Texas as his home base. Throughout this time, he has managed on-system, off-system and non-qualifying structure contracts. He has also coordinated multiple emergency response efforts related to bridge impacts as well as tropical storms and hurricane damage. David also has experience in the preparation of load rating posting, repair, and upgrade recommendations. David has held the role of mentor for a variety of structural inspectors throughout his career, including being the mentor for the three founding members of eO.

In his role as Operations Director, David touches base with each Project Manager for every contract that eO holds to ensure that they have the resources they need as they lead their teams through each structural inspection. He serves as a project manager or team leader for a variety of NBIS bridge and ancillary structure inspections and he is proficient in structural inspection, report preparation, and quality assurance review. His breadth of knowledge and dedication to the team is apparent in every aspect of his work.

Outside of work you can find David serving as a judge on some of his local Texas rodeo events. He used to compete in team roping and calf roping, but will now fill in as a reserve judge on an as needed basis. Besides that, David enjoys time spent with his three grandchildren and four kids and will often take trips with them to spend quality time and create lasting memories together.
